Major Program & Projects Office (MPPO) manages highly complex, high-profile projects and strategic procurements. As Program Manager for the Enterprise Talent Management Solution (ETMS) Program, I took a broad Executive remit (‘replace the core legacy systems’) and applied blended approaches (sourced from Agile-Scrum, Prince2, PMI, Investment & Gateway Review processes) to establish governance and delivery frameworks, and implement strategic change, process re-engineering and an IT SaaS solution.
Responsibilities & Contributions
Delivered multi-million dollar business cases, including strategic assessment and options analysis, which aligned to the strategic objectives of the Department and Whole of Victorian Government.
Developed and maintained effective program governance and PMO functions, managed risk, and lead large teams to ensure successful delivery of multi-million dollar programs. Managed communications and relationships with senior management and stakeholders.
Accountable for delivery of major initiatives through all of the ‘cradle to grave’ project lifecycle phases, by applying appropriate methodologies, such as PMI-PMBoK, Prince2, MSP and Agile.
Provided thought-leadership and IT delivery expertise, particularly in regards to program implementation and transition strategies, and organisational change management strategies.
Achievements
Led a $12M+ Program Execution Strategy, in line with People and Culture’s Strategic Plan, and ensured full lifecycle traceability to business architecture using an Agile Delivery Model Office (including full lifecycle identification of impacts to business benefits through the use of Requirements Traceability and Business Architecture Models) to deliver a multi-million dollar, digitally-enabled, performance, learning and talent solution on-time and 5% under budget.
Identified 17% operational cost savings for the Department’s core IT systems and support through a VGPB-approved, multi-stage procurement, achieving Ministerial approvals (despite a change of government) to deliver a strategic enterprise
